When playing Submerge, it has an additional effect cost that requires you to put a card from your hand into your deck fifth from the top. Fifth from the top means that there are exactly four cards above the card in the deck. If there are fewer than four cards remaining in your deck, you will put it on the bottom of your deck and you have paid the additional cost.
