From the Heavy Hitters release notes

If you’ve drawn two or more cards this turn, Rising Power still only gets +1.
If you haven’t drawn a card when you attack with this and then you draw a card, this will get the +1.
This does not get +1 from this effect unless it is attacking on the combat chain. E.g. it does not get +1 when it is revealed for a clash effect, or when it is defending on the combat chain.
