Restless Plowman’s activated ability is functional while this card is a permanent in the arena.
Restless Plowman has an activated action ability with the cost of it. You may activate it at any time you are able to make an activated action (normally your own turn outside of combat) and Restless Plowman.

Decay - At the beginning of your end phase, put a -1{h} counter on this.

Decay is a static ability keyword.
A card with decay triggers during its controller’s beginning of their end phase. When this trigger resolves, you will put a -1 counter on the card with decay. This can cause permanents that are living objects to die or otherwise be cleared and trigger other effects.
Counters that are put on a permanent in this way will persist until the permanent leaves the arena.
Decay triggers and resolves before allies heal at the end of the turn. For example, if a 3 life ally with decay has 2 damage marked on it, then that ally will die when the decay trigger resolves. Effects that trigger on-death will trigger from this.
