From the Arcane Rising release notes
  • Since defense reactions can’t defend in the defending window and must be played in the reaction window, you must pay Reduce to Runechant’s cost to play it.
  • The Runechant Reduce to Runechant creates is not counted when calculating the reduction.
  • Effects that increase cost are applied first, then effects that reduce costs. If a card increases the cost of Reduce to Runechant, if you control enough Runechants the cost of Reduce to Runechant can still be 0.
