Rulings

From the Part the Mistveil release notes

Spillover will get +2 if you play another blue card (other than this one) this turn, even after it becomes an attack on the combat chain. If you did not meet the condition when Spillover resolves and becomes an attack, but do so after it does, it gets the +2.
If Spillover gets +2 from its ability after the damage step of its chain link has passed, you will not retroactively deal that extra power as damage.
