From the Super Slam release notes

When you play Shining Courage, you can target up to one defending action card. When Shining Courage resolves, that targeted defending action card will get +3 and the crowd cheers you.
You may choose to not target a defending action card when playing Shining Courage If you don’t target a defending action card, the first effect will not occur; however, the crowd cheers you from the second effect.
