Rulings

From the Compendium of Rathe release notes

You choose the modes and targets when you play this card. When resolving the chosen modes, they will resolve in the order printed on the card.
You may not choose the same mode more than once.
You must choose at least one of the modes or both modes. If you choose both modes, you must declare a target for each of the modes chosen as part of playing Pilfer the Tomb.
If you choose both modes and all of the targets for one of the modes no longer exist, you will continue to any remaining effects and modes if able.
For Pilfer the Tomb’s first modal ability, when playing Pilfer the Tomb, you must target a card with the instant type. Targeting a card with an instant activated ability but no instant type in its type box is not a valid target.
