From the Compendium of Rathe release notes

You choose the modes and targets when you play this card. When resolving the chosen modes, they will resolve in the order printed on the card.
You may not choose the same mode more than once.
You must choose at least one of the modes. For every mode that you choose, you must declare a target for each of the modes chosen as part of playing Monolith of Galcia.
If you choose more than 1 mode and all of the targets for one of the modes no longer exist, you will continue to any remaining effects and modes if able.
