If this has an aim counter, it gets "When this hits a hero, choose red, yellow, or blue. Until the start of your next turn, they can't pitch cards of the chosen color."

The choice of color is made on the resolution of the trigger.
Barbed Undertow prevents the player from pitching a card with the chosen color strip. Those cards can still be played, or used to pay additional costs such as discarding or revealing.
